Air freight forwarder is someone who can help you transport cargo by air; it could be either designated cargo planes or passenger aircraft. Ordinarily, the air freight forwarders are indirect air carrier; however, in some cases, they can own their aircraft. 

The forwarders have a good relationship with Transportation Security Administration (TSA) and in-depth understanding of the processes, which is why, they can offer better rates.
