Pre-Shipment Inspection for Benin
Benin requires that pre-shipment inspection – PSI (Inention D’Imortation – IDI) is carried out for all imports into Benin. For the purpose of customs clearance, this is undertaken at the port of load country.
Pre-shipment Inspections are managed by BIVAC (Bureau Inspection Valuation Assessment Control) International.
Information and documents required for creating an ECTN Certificate
- Bill of Lading (Final B/L is needed for validation)
- Commercial invoice / currency must be mentioned in USD or EURO
- Freight amount in the same currency
- ETS + ETA
- Country of origin
- HS code
Additional Information about ECTN, Certificate must be presented:
- Per BL for containers (Maximum 10 Teus per BESC i.e. 10 x 20′ container or 5 x 40′ container)
- Per vehicle by RORO (wheeled)
- Per BL for the break bulk. ( Max 300 tonnes per BESC)
- ECTN must be presented to the BSC within 5 days after the departure and 5 days before the vessel arrives to the port.
- Shipping or arrival without ECTN, or false information in ECTN results a fine of 2500 USD per Bill of lading, plus the regulations charge determined by Benin Customs.

- Perishable food consumer goods transported at the ambient temperature, cooled or frozen
- Recorded and developed films for public purposes (35mm)
- Natural or artificial plants or cut flowers
- Medicines and pharmaceutical products
- Used tyres
- Goods exempt from taxes and duties
