What is Binding Ruling?

The purpose of a binding ruling is to provide importers, exporters, and other parties involved in international trade with clarity and certainty regarding the applicable rules and regulations governing their shipments. By obtaining a binding ruling, importers and exporters can avoid potential disputes or penalties resulting from misclassification or non-compliance with regulatory requirements. 

 

A binding ruling typically applies only to the specific shipment or commodity in question and is valid for a limited period of time. However, it can be used as a reference for future shipments or similar products that fall within the same category.
